Hockey Canada Dressing Room Policy

Hockey Canada updated its Dressing Room Policy in 2023 to better support safety, inclusion, and respect in minor hockey. This policy applies to all minor hockey teams under Hockey Canada and its member associations. Some important points are summarized below.

Minimum Attire

Players must wear minimum attire of a base layer like shorts and a t-shirt any time they are in a shared dressing room. If a player arrives not wearing their base layer, they must change in a private space first (like a washroom stall or empty dressing room) before entering the team room.

Right to Privacy

Every player has the right to use a dressing room or private space based on their privacy needs. If a player requests a different changing space, coaches and associations must offer appropriate alternatives such as a meeting room or official’s room.

Rule of Two

At least two trained and screened adults must be present inside or just outside the dressing room (with the door open) during use. This rule also applies when showers are in use.

Shower Use

If showers are not private stalls, players are encouraged to wear swimwear or minimum attire for comfort and privacy. Using private washrooms to change before and after showering is recommended.

Prohibited Behaviors

The following are not allowed in dressing rooms:

  • Violence, bullying, or hazing
  • Photos or videos of any kind
  • Voice recordings
  • Phones used for anything other than music control

Team Talks

Coaches are encouraged to hold pre- and post-game team talks only when all players are present, to support inclusion and team bonding.

Accommodations

Parents or players can submit a written request to their local hockey association. The association will arrange a confidential meeting and work with the player to find a suitable solution.
